Annual Air Quality Update - What will OEHHA's new risk levels mean to your facility?

 

TOPIC: Recently released risk calculations may impact how the community sees your facility.  SCAQMD estimates that "2 to 3 times more facilities may be required to conduct public notices per Rule 212" and to expect "5 to 10 times more public notices to households".  Your facility, without any changes in processes or emissions, will immediately have an elevated cancer risk (MICR), acute health risk (HIA) and/or chronic health risk (HIC) - without changing anything!

 

SPEAKERS: Judy Yorke, 

Judy B. Yorke, P.E., CPP, President of Yorke Engineering, LLC, has extensive Air Quality Permitting and Compliance experience at aerospace, military, utility, and industrial facilities. She is a recognized expert on the SCAQMD's regulatory requirements, including Title V, RECLAIM, and New Source Review, and a member of the SCAQMD's Permit Streamlining Task Force. She has performed air quality projects requiring complex permitting, large facility auditing, and compliance management planning; emission inventories; air pollution control systems; monitoring, recordkeeping, and reporting systems; GHG reporting; health risk assessments; hazardous substance release planning; regulatory analysis and development; and agency negotiations.

Ian MacMillan, SCAQMD,

Ian Macmillan is the Planning and Rules Manager overseeing AB2588, CEQA, Annual Emissions Reporting, and permit dispersion modeling at SCAQMD.  He helped craft all of the new SCAQMD guidance documents that were recently adopted due to the recent OEHHA HRA Guidance update including for Rule 1401, AB2588 HRAs, and AB2588 Prioritization.  He has also been involved with both CAPCOA and ARB as they have been developing their new guidance and tools in response to the OEHHA updates.  He has conducted and reviewed hundreds of dispersion modeling analyses in a regulatory setting, first for LA Unified School District, and for the past 5 years with SCAQMD.
